Add Protostar deployment scripts and file structures

• Added protostar file structures and toml configuration file
• Added protostar deployment scripts both for local-devnet, testnet and testnet2
• Testnet2 contract address linked to another repo for easy reading purpose
• Added simplified chinese readme version
