Add SNIP-5 for event subscription #21

Propose a standard for event subscription following pending websocket implementation in Pathfinder.

To be discussed:

should we split the SNIP for event subscription and another one about the events nodes should offer for subscribing
dig the possibility of having one specific subscribe method per event. This is not the current implementation in ethereum nodes but worth the discussion
create a channel to have the discussion with community (starkware discord?)
