feat(3233737104): import generic hooks from commons-js #318

Description of the Changes

DO NOT MERGE WITHOUT FIRST MERGING common-js/hooks PR

importing generic hooks from starkware-common-js instead of hooks dir
List of hooks:
1. useAnimation
2. useDidMountEffect
3. useFetchData
4. useLogger
5. usePrevious

Solves #3233737104
