Description of the Changes

DO NOT MERGE WITHOUT FIRST MERGING common-js/hooks PR

importing generic hooks from starkware-common-js instead of hooks dir
List of hooks:
1. useColors
2. useConstants
3. useEnvs
4. useFonts
5. useVars
6. useAccountChange

Solves #3233738281
