[docs] add adminer doc #36

This looks good. However we still need docs on how to actually use the admin UI in the context of the pipeline. Something like "start by adding a project ID to this table, then a path in this column", etc. Maybe a future PR can add that to this file.

Should that be a per preprocessor specific guide, instead of this file since this ui is supposed to be global?
