Histogram in exif-viewer vs. photoshop #49

What steps will reproduce the problem?
1. Most of the histograms are flat (very, very flat) and different shape than I 
see in PS or LR. Of course same of them looks similar.

What is the expected output? What do you see instead?

Please provide any additional information below.

The idea to show a histogram i great - I love this.

That is only one of many. Im not sure the histogram is not correct but
is flat. May be is something with scale?
