Suggested reordering sections of readme for conceptual clarity

Because it was clearer for me to work with, I reorganized the readme into broad sections based on the mode that each feature works from (e.g., on, off strobe, blinky, lockout). Also made a few other edits.

Don't mean to be presumptuous, and very much appreciate your incredible work. Please feel free to ignore if you prefer things the way they are.
