发送元交易提示余额不足 #15

按照metatx-java-demo，构建元交易，在发送元交易的时候，提示 meta address insufficient funds for gas * price + value 但是再三确认，发送的地址和，手续费的地址，余额都是够的。

需要指定对应的chainid

我也碰到了同样的问题，chainid指定了测试网的ID，256

余额是对的，那就是chainid的问题
