Methods for creating infections #4

Usually, people will want to create infections by using contact networks. But it might also be nice to support a simpler case where we just create infections using age/sex/time-specific incidence.

Could explore as part of an environmental pathogen -- should check what gavi_outbreaks has done for implementing cholera

@cliffckerr This makes a lot of sense for demographic-specific infections and interventions as discussed for RSV, e.g., infectious at ages 5 - 12, maternal immune activation, pediatric inoculation, etc.
