Move samples/README.md to upstream hrpsys-base #133

Recently, some ros-relevant files are moved to hrpsys-base[1]. What do you think about to move sample's README.md[2], which was located in the same directory as moved sample codes?

It's ok for me, I'm currently working to create deb directly from hrpsys-base, and remove start-jsk/hrpsys code, latest hrpsys-base can be compiled within catkin workspace. I'll send more detail information if this is becomes stable.
