Complate the truck model #29

  1. complete the truck model(issue #24 )
  2. add tires
  3. seperate the heliport as another link
  4. fix the arena position(issue #26 )
  5. level with the z=0 plane

@k-okada @cretaceous-creature @iKrishneel Please try all roslaunch files to check whether arena is in z = 0 And also check the truck model: roslaunch jsk_mbzirc_common mbzirc_task_1.launch
