【auto-stabilizer】 merge origin/master into auto-stabilizer #1124

auto_stabilizerでハンドを使うために、最近masterにmergeされたhttps://github.com/start-jsk/rtmros_common/pull/1121 が必要なので、最新のorigin/masterをauto_stabilizerブランチにmergeします。
