Because there's no clear solution to the discussion at an upstream repo https://github.com/start-jsk/rtmros_common/pull/1006, and they are kindly offering downstream tests against this repo per pull reqs, we'll just semi-revert #490.
Solution detail:
Get back hironx_ros_bridge/test/test_hironx_ros_bridge.py. This file shouldn't be referenced by any other testcases. Its usecase is only the downstream test from the upstream (https://github.com/start-jsk/rtmros_common).
Rename the same file of Python module as hironx_ros_bridge/src/hironx_ros_bridge/testutil/test_rosbridge.py, in order for us to tell apart.
