As a course manager, I need to manage instructor information so that I know which instructors can teach the course.

Acceptance Criteria: -I can manage the following information about an instructor: --first name --last name --courses --skills

-I can create an instructor -I can view an instructor -I can modify an existing instructor -I can delete an instructor
