GeoIP2 databases no longer a public resource

Background

According to https://blog.maxmind.com/2019/12/18/significant-changes-to-accessing-and-using-geolite2-databases/, GeoIP2 databases no longer distributed publicly.

Bug

The change breaks all GeoIP2 image builds. As seen in psat workflows:

An update. This is no longer true. GeoIP2 database are now on CDNs:

• https://github.com/wp-statistics/GeoLite2-Country
• https://github.com/wp-statistics/GeoLite2-City

Which is now used in the docker image. https://github.com/startersclan/docker-hlstatsxce-daemon/pull/12
