What steps will reproduce the problem?
1. download

What is the expected output? What do you see instead?

hello!

please try this 2 things:

1. run installation without root (admin) permissions. the installer will ask 
for additional permissions, if necessary.
2. verify file access with admin permissions (maybe your disk E:\ not mounted 
under root?).

I install app in Windows XP virtual machine and copy and run files on Windows 7 
x64. All right!

Strange... I verified installer under win7 x64, all was ok.
Can you move .msi file on disk d:\ and try again?
I want to understand the origin of problem.

Copy file to another place (E:/), install to default folder for current user - 
OK.
Copy file to another place (E:/), install to default folder for all users - OK.
Copy file to another place (E:/), install to custom folder for current user - 
OK.
Copy file to another place (E:/), install to E:\Games\ZX\_Emuls\UnrealSpeccy_DL 
(for current user) - error (see arrach).

Maybe file/folder access is cause of problem, not USP.

Посмотрел твой отчет с ошибкой - там похоже 
у тебя на E:\Games\* какие-то права специальные 
установлены.

У меня там есть кроме того, что у тебя, еще 2 
записи:
<code>
Разрешить|Администраторы|Полный доступ
Разрешить|система|Полный доступ
</code>

Возможно, что после выбора папки установки 
и нажатия "Next", вылазит запрос UAC на права 
админа, после этого начинают действовать 
права администратора на эту папку, а у тебя 
его нет в свойствах.

Так и есть. Добавил полный доступ 
Администраторам и Системе - все заработало.
