Describe the bug Tag chips are not consistently sorted alphabetically in various locations throughout the Stash UI.

To Reproduce Steps to reproduce the behavior:

Go to the following locations
- http://localhost:9999/tags/#/
  - See parent tag chips (not sorted)
  - See sub-tag chips (not sorted)
- http://localhost:9999/tags/#/ > Edit
  - See parent tag chips (not sorted)
  - See sub-tag chips (not sorted)
- http://localhost:9999/studios/#/
  - See tag chips (not sorted)
- http://localhost:9999/studios/#/ > Edit
  - See tag chips (not sorted)
- http://localhost:9999/studios/ (grid view)
  - On a studio card, mouse over tag popover (tags not sorted)

Expected behavior Alphabetically sorted tag chips
