Add .gitignore to exclude some files from git
Add dev/ folder to .Rbuildignore
Remove eval=FALSE from one of the vignette chunks
Update DESCRIPTION with URLs

GHA stuff

Disabled macOS and Windows runners for now, as they're not working properly with 'R devel' currently
Enabled unit tests
Disabled vignette building during local installation (but vignettes are still being built during R CMD check!)
Manually install preprocessCore dependency with threading disabled to avoid an error in the vignette when using the normalize() function
