Explainer on GH rate limits and GH auth #37

People get the Could not authenticate against github.com error multiple times a day and always assume I screwed up ;-)

I think the CLI readme could use some explainers on how to fix this: https://getcomposer.org/doc/articles/authentication-for-private-packages.md#github-oauth

There's already something there I see, but 'paste it in the CLI' might not be clear? Maybe this link should be added?
