Starter Templates #5

Not really an issue, but a feature request. statamic new creates a new site with all the bells and whistles. How about a blank starter (absolute bare minimum) - sort of like what Ionic does https://ionicframework.com/docs/cli/starters.html

You can run php please clear:site and then php please make:theme and bam! Minimal site.
