Ability to manage sites in CP #1080

Hi. Currently, a new site is added via config file. But clients are usually very far from this, and I think it would be convenient and functional if it would be possible to manage sites through the panel.

I have also been thinking about this recently. A client wanted to create microsites for some internal projects with different domains and stuff.
