Conditional sections #951

This idea is regarding the new blueprint sections coming in v4.

It would be really nice if we could conditionally hide a whole section. This can be useful if you've got a settings section or something similar that should only be visible under certain conditions.

I've been wanting this forever for imported fieldsets. But with the new sections, it makes sense to have the conditions on that level.

It's definitely more feasible than conditions on fieldsets.
