Try upgrading php-cs-fixer after next release #73

It looks like there are some fixes coming in the next version that might solve this problem.

Had trouble with composer errors around php-cs-fixer 2.16.4 when installing the migrator. The fix seems to be resolved on their master (https://github.com/statamic/migrator/commit/3a009a96c6b1d126cf04c6ba72c9969c538cdeb4), but we should keep an eye on this and revert back to a stable version when tagged.
