Not able to translate labels in Users properly #2393

Describe the bug When creating a new user or editing an excisting user the labels are in english. I can create my own user.yaml in /site/settings/fieldset and override but it will still be one language.

To Reproduce (not relevant)

Expected behavior I was hoping it would be able to translate the labels in the /lang/ folder. This way it will be connected to the selected language.

They should be translatable like all other fields unless you've set a custom fieldset for users (instead of the default). Is that the case?
