Addon Settings Make Everything Translatable #2422

Is your feature request related to a problem? Please describe. I would like to offer the ability for my addon settings to be fully translated, currently there are some limitations as touched on here.

Describe the solution you'd like

The ability to translate field labels and instructions inside a grid field.
The ability to translate section / tab titles
The ability to translate select list contents
