I'm often use the suggest fieldset to provide my users a way for sorting collection entries. The fieldset will refine the selections as the user type, but is quite annoying to re-arrange selections within that fieldset.

Just have an option to use the panes display mode. Panes mode should show the available values and selections in separate fields, which make the selection much easier. Both modes should be functionally the same, just have a different UI.
