Enable attribute list in metadata. (It used to be there but was turned off at some point.) We want to be able to see the attribute names for each dataset but this goes along with enabling us (or partners) to create a meaningful ALIAS for what the attribute actually contains.

Can we allow partners to edit the description for attributes on the user end?

Now in 2.10 there is an attribute list, and it is able to be edited. The attribute label and the description can be added. Again, we need to get rid of the bugs first. Then we need to figure out the best way we could add the attribute information from the partners.

We are breaking this down into the following two issues:

[ ] being able to edit attribute Alias names through the GeoNode UI
[ ] being able to edit attribute Alias names through the 2C GeoNode bulk upload scripts
