Sometimes a client:

(Bob) receives an HTLC locked by a preimage that he himself created. He should unlock this when it arrives
(Irene) receives an unlockHTLC update from Bob, which allows her to unlock an HTLC from Alice

Each of these events should trigger the client to run an unlockHTLC update.
