Create a db of raw voter file info.

@mikegaughan is the SOS voter file consistent in the fields it always has? Or do they change the fields (without warning)?

Every now and then we get extra fields, but I don't recall the last time a field itself changed.

Code now has support for importing individual voter files into a single db.
