Moving around the entire machine or a few states is smooth, this is only related to panning the viewport.
I have been comparing to chromium on the same PC where it is smooth.

Similar performance when panning the viewport as in Chromium
Panning the viewport (scrolling with a touchpad) is extremely stuttery. fast scrolling = the view can take several seconds to catch up.
Firefox
1 cpu core goes to 100% when scrolling (but this is the same in chromium where it's smooth anyway)
CPU: Intel Core i5-10500H CPU @ 2.50GHz Firefox: (Developer Edition) 114.0b5 OS: Arch Linux
We've recently made a lot of performance improvements in this area. There's still more improvements to be made, but it should be better.
