Fix CI and add caching #38

The new CI step is failing because a) It's kind of slow to install pysam, and b) The default environment doesn't install eslint (this is an easy fix)

We should

  1. Add caching, and
  2. [x] Fix the build so people can rely on it

But not today; I am hungry.
