PheWAS improvements #129

This ticket exists to track planned and/ or requested improvements to our PheWAS display, including (but not limited to) requests from @benralexander and the T2D Portal team. Many of these are small cosmetic tweaks that we want to keep track of.

Also tagging @pjvandehaar for any requests he may have based on PheWeb experience.

Suggested changes/improvements

Add padding around edge of plot so that dots on edges are not clipped
Improved coloring mechanisms: support custom color schemes and more data points
Change default cursor on scatter point mouseover

Reopening just to track feedback- the current state of develop will become release 0.7.2 on ~Tuesday.

PheWAS improvements

Points are no longer clipped on the edge of the PheWAS. Add lower_bufferand upper_buffer to the default layout. (GH #132)
PheWAS plot layouts can now specify the list of colors they want rather than being forced to use a preset color palette; plots are also now better at handling a lot of categories at once. (GH #130)
Improved interactivity events for plot labels (GH #131)

Misc bugfixes and enhancements

Association plots will now work better in regions with no data ( #128 )
locuszoom.app.min.js now provides sourcemaps for easier development/ debugging
Fix an issue with how axis extents are calculated; better respect default minima
