merge --star-is-phenocode with --simple-phenocode

In pheweb phenolist glob <pattern> ...,

• if user supplies --phenocode-regex="", use that.

• elif pattern contains #:

  1. glob.glob(pattern.replace('#', '*'))
  2. if there's more than one # and they disagree, drop the match. (print num dropped)
  3. set phenocode to whatever # matched. (but error if # matched a literal #)

• else:

  1. glob.glob(pattern)
  2. remove any shared prefix or suffix (per-pattern)
  3. remove a suffix \.chr(?:[1-9][0-9]?|X|Y|M?) to get the phenocode.
