Q: Porting to scipy #3

Would it be alright if I port this code to scipy? I think it would be useful to 
have this functionality there. The site says that the code is BSD licensed, is 
that correct?

+1. It's not a big deal to install this separately on every new machine, but 
having it in scipy would be a time saver. That was the original intention of 
publishing this code, but demand has never been there so it never got done.
