Scrolling issues #2

  1. Zooming while scrolling results in the graph jumping around erratically
  2. If your mouse leaves the viewport while left click is held down, the graph will jump a mile when the mouse re-enters the viewport.

I believe these are both caused by the same underlying issue in the scrolling function.
