Travis config to check and build package

This config runs R build and R check on the LMSgrowth2 package on linux+osx and an old release (v3) and current release (v4) of R.

Didn't run our [one] test automatically - am currently working out how to do that.

I assume I test this by restarting the build on the travis website - is that right?

No need - the checks on this pull request have run the updated Travis config (and they have passed!)
