Refactor sample size calculator to persist through all of stage 6

Currently any changes to recommendations based on changes sampling stages will only be reflected on view of the calculator page, and not for example jumping straight to allocation. This should be changed, and at the same time minimise the number of similar code calls (e.g. get disaggregate data)
