[BUG] Project Region is sometimes not kept on save #153

Describe the bug If you do not edit the "region" field when editing an initiative, on save the existing region(s) are removed from the project.

To Reproduce Steps to reproduce the behavior:

  1. Create an initiative with a region.
  2. Edit the initiative, but change no fields. Click save.
  3. Go back to edit it - the region will no longer be selected.
