[BUG] Typos in Database Seeders #164

In Initiative categories, "Policy + Advocacy Project" should be "Policy and/or advocacy project". Also, fix capitalisation of other categories (only capitalise first word).

In score_tags, for principle_id=12, "Improving the enabling environment... ".
