Initiative creation - Prefill currency and only enable exchange rate if the currency is changed #167

Is your feature request related to a problem? Please describe. It's not intuitive to have to "get exchange rate" or manually enter "1" when the intitiative uses the same currency as the institution.

Describe the solution you'd like

  1. The currency should be pre-filled for new initiatives.
  2. The exchange rate button and field should only be enabled if the currency is changed.
