Minor config change to log errors to Laravel Flare

I've added the env config to the staging site.

Deployment is completed in staging env. Remote login to staging env, run command to send example error to Laravel Flare, success. Laravel Flare web site can show error details. I have also received an alert email sent from Laravel Flare regarding this error.
