Consider options to enable non-funders to use the tool for assessment of projects

The v1.0 tool enables funders to analyse their own portfolios, with the overall goal of monitoring / assessing funding flows towards AE. There has been interest from many people about the possibility of using the tool not for assessing funding flows, but separately for assessment of projects/ initiatives against the 13 AE principles. It would be useful to update the tool platform to enable this.

• New user teams could be asked the question about whether they are interesting in assessing their funding portfolio, or assessing projects from an implimentation perspective (either as an implimenter or as 3rd party M&E). The resulting interface would be almost identical, but the data collected from the 2nd group would not be linked to the funding flow assessment discussed in #226. Instead, an option is to have an annual review / report of overall AE project assessments, disaggregated in different ways.

Closed as we have added a portfolio-level flag to let anyone create portfolios that do not contribute to the global funding flow analysis.
