Describe the bug Some users are not correctly receiving the assigned roles on registration.

To Reproduce Steps to reproduce the behavior:

  1. Invite a new user to the platform via the institutional user management - assign them the role "Institutional Assessor".
  2. Have that user follow the registration process.
  3. When they log in, they will be assigned to the correct institution, but have no role, and so they will have no access to role-restricted sections, e.g. Add / Assess initiatives.

This was reported by the KfW team, and also appears to have happened to 2 other users on the staging site.
