Updates "AE-focused budget" to be a weighted total instead of an averaging of the overall portfolio.
Keeps the dashboard display using the org's currency, but converts the budget filters into eur to use budget_eur when filtering projects.

Added a bug fix for generating excel template file for importing projects.

Live env deployment completed on 2024-09-19 (Thu) 10:00 AM. Performed testing in live env, with positive testing result.

Replied email to user whom submitted bug report. Provided a suggested way for user to resume her action.

Perfomed checking in live env on 2024-09-20 9:40 AM, user has not resumed to import project with new excel file template yet.
