[BUG] - Currency Conversion Not Functioning #77

Describe the bug The automatic currency conversion needs fixing.

Expected behavior When a project is created with a currency different from the parent instiatution, it should automatically calculate the "budget_org" - the budget converted into the institution's currency.

Right now, the feature does not work.
