Add seeder file for table score_tags

This PR is submitted to fix issue #81.

Score tags can be showed in local env after importing score_tags records from demo_testing server.

Live env deployment is success, below items completed:

• GitHub, merge PR 85
• Forge, check latest deployment log, deployment is success
• DB, import score_tags records in live db manually
• Front env, assess project, score tags can be showed successfully
