Describe the bug Portfolio CRUD panel sometimes uses old page layout

To Reproduce My institutions > PORTFOLIOS > EDIT > Cancel > It shows the old CRUD panel list view

Expected behavior My institutions > PORTFOLIOS > EDIT > Cancel > It should show the new CRUD panel list view
