Describe the bug
Dashboard cannot show summary when there is no initiative assessed
To Reproduce
Dashboard > Select a portfolio with no initiative assessed > Click "Modify Filters" button > Click "Apply Filters" button
Expected behavior
Check number of assessed initiative in portfolio, avoid division by zero error
Show message to indicate there is no initative assessed yet
