Describe the bug Dashboard should show error message if no initative assessed red flags in portfolio

To Reproduce Dashboard > Select a portfolio with 1 project, which has not assessed red flags > Click "Modify Filters" button > Click "Apply Filters" button

Expected behavior Dashboard should show error message if no initative assessed red flags in portfolio
