Test Plan:

Reproduced the error via the StatsigCacheTest when updating the mocks
Removed the lateinit in the network class to prevent the error
Updated initialization path with synchronous local storage which was incorrectly moved (and the test had mocked improperly)

hmm tests pass locally but arent working on github. Still trying to figure that out
